Dubai’s property market is giving residents more ways to buy a home, access property-linked residency and manage rental payments. New and expanded initiatives are making the process easier to navigate, particularly for first-time buyers and renters.

First-Time Buyers Get More Support

For residents who have never owned a home in Dubai, buying a first property can be a major financial decision. Dubai’s First-Time Home Buyer Programme is designed to make that step easier.

The programme is open to eligible UAE residents aged 18 and above who do not currently own a freehold residential property in Dubai. Participants can gain access to selected property launches, developer incentives, payment plans and financing options from participating banks.

The programme has already attracted significant interest. More than 3,200 residents had purchased homes through the programme in less than a year, with transactions exceeding Dh5 billion. By June 2026, almost 45,000 people had registered, while 22 developers were participating.

For residents who have spent years renting, these benefits could make buying a home a more realistic option.

Property Ownership Can Also Offer Residency

Property ownership can also play a role in Dubai’s residency system.

Under the updated Taskeen arrangements, a sole property owner can qualify for a two-year investor residency visa regardless of the property’s value, subject to the applicable requirements. This removed the previous Dh750,000 minimum property value requirement for sole owners.

Joint owners are subject to a different requirement. Each co-owner must have a share worth at least Dh400,000 to qualify.

The change could make property-linked residency more accessible to buyers considering lower-value homes. However, eligibility still depends on meeting the relevant requirements and completing the required application process.

Golden Visa Continues to Attract Property Investors

The UAE Golden Visa remains an important factor for property investors considering Dubai.

Qualifying property investment of Dh2 million or more can provide access to 10-year residency, subject to the applicable conditions.

The Golden Visa is not a new announcement in this report. Instead, it is highlighted as one of the factors continuing to influence Dubai’s property market and buyer behaviour.

The report also notes that developers are increasingly offering flexible payment plans, including arrangements extending beyond the handover stage. This can give buyers more time to manage their payments, although the terms vary between projects.

Flexi Rent Gives Tenants More Choice

Buying a property is not the right option for everyone. For residents who want flexibility, Dubai’s Flexi Rent initiative offers another approach.

Participating landlords and property companies can provide tenants with payment options such as monthly, quarterly or semi-annual instalments.

The initiative does not necessarily mean that tenants will pay less rent overall. Instead, it changes how the rent can be paid, potentially making it easier for people who receive their income monthly rather than having to make a large upfront payment.

Tenants should still check the complete rental agreement, including the total annual cost and any conditions attached to the payment plan.

Rental Index Gives Tenants More Information

Dubai’s rental market is also becoming more data-driven.

The Smart Rental Index provides more detailed information about rental values, including assessments at the building level. This can help tenants and landlords get a clearer idea of current rental values when negotiating a new lease or renewal.

For renters, having access to this information can be particularly useful when deciding whether a proposed rent increase appears reasonable compared with the property’s current market value.

Buy or Rent? It Depends on the Resident

The latest changes do not make buying automatically better than renting. The right choice depends on how long someone plans to stay in Dubai, their savings, income and ability to manage the costs involved.

Buying may appeal to residents who expect to remain in Dubai for several years and want to build a long-term asset. Renting can remain the better choice for people who value mobility or are unsure about their future plans.

Prospective buyers should look beyond the advertised property price and consider financing, payment schedules and other ownership costs. Renters, meanwhile, should compare rental values and carefully review the terms of any flexible payment arrangement.

Dubai Property Market Offers More Options in 2026

Dubai’s property market is changing not through one single initiative, but through a combination of programmes aimed at different groups.

The First-Time Home Buyer Programme is giving eligible residents greater access to property opportunities. Updated Taskeen arrangements are making property-linked residency more accessible for some owners, while the Dh2 million Golden Visa route continues to attract qualifying investors.

For renters, Flexi Rent offers more flexibility in payment schedules, while the Smart Rental Index provides additional information when assessing rental values.

For residents considering their next move, the market now offers more routes to explore. But whether buying or renting makes sense will ultimately depend on individual finances, priorities and long-term plans.
