Abu Dhabi has connected all its hospitals through an artificial intelligence powered patient safety system, strengthening efforts to identify healthcare risks and improve the quality of care. The initiative provides healthcare professionals with a unified view of patient safety incidents, allowing them to identify patterns and support preventive action across the emirate.

The Department of Health Abu Dhabi (DoH) has highlighted the progress of the system, which was developed to establish a more consistent approach to patient safety reporting and monitoring. The platform brings together information from healthcare organisations, helping professionals and authorities gain a broader understanding of safety concerns across the healthcare sector.

Unified System Strengthens Patient Safety

The patient safety system was established to standardise the way healthcare incidents are recorded, classified and analysed across Abu Dhabi. It is described as the first of its kind in the region to provide a unified platform for patient safety incidents and infant mortality data reporting.

By bringing healthcare organisations onto a common system, the initiative aims to reduce differences in reporting practices and improve the consistency of safety information. This allows healthcare professionals to examine incidents more effectively and identify areas where improvements may be needed.

The system supports a shift towards preventive patient safety management, helping healthcare organisations learn from reported incidents and identify potential risks earlier.

Healthcare Network Connects Thousands of Users

The platform has achieved 100% connectivity across Abu Dhabi’s hospitals and also includes long-term care facilities, dialysis centres and fertility centres.

More than 60,000 users have access to the system, supporting information sharing and collaboration across different healthcare organisations. This connectivity provides authorities with a wider view of patient safety trends and allows facilities to learn from experiences across the emirate.

Instead of examining safety information only within individual institutions, healthcare professionals can use the integrated network to support broader learning and improvement initiatives.

The system’s wider coverage is intended to strengthen coordination and encourage healthcare organisations to apply lessons from safety incidents to their own practices.

More Than 70,000 Patient Safety Cases Collected

During its first year, the platform collected more than 70,000 patient safety related cases. According to the Department of Health, approximately 70% of these cases represented opportunities to identify early warning signals and learn from potential risks before they caused harm to patients.

This information can help healthcare teams recognise patterns and examine the factors contributing to safety concerns. By learning from incidents and near misses, medical organisations can identify opportunities to strengthen procedures and reduce the likelihood of similar problems.

The system also aims to improve the efficiency of reporting processes. The department reported that more than 2,000 hours of staff time had been saved through reduced reporting requirements.

Improving reporting efficiency can allow healthcare professionals to devote more time to patient care while maintaining the collection of essential safety information.

Improvements in Patient Safety Culture

Alongside digital integration, Abu Dhabi has focused on strengthening patient safety culture across its healthcare organisations.

The Department of Health reported an improvement in patient safety culture measurements from 68% to 73%. The department said the result exceeded the international benchmark issued by the Agency for Healthcare Research and Quality by 21 percentage points.

Patient safety culture includes the practices, attitudes and working processes that encourage healthcare professionals to identify concerns, report incidents and learn from mistakes.

By combining data collection with efforts to improve safety culture, the initiative aims to encourage greater participation and continuous improvement across healthcare facilities.

Standardising Healthcare Data and Reporting

The development of Abu Dhabi’s unified patient safety system began in 2024. Initial work focused on establishing common standards for patient safety data and assessing safety culture across healthcare organisations.

In 2025, the initiative progressed through the definition of roles and responsibilities, standardisation of data classification and accuracy-verification procedures. The system and performance-monitoring dashboards were subsequently activated.

Creating consistent reporting methods allows information from different healthcare facilities to be interpreted more effectively. It also supports the development of reliable data that can guide healthcare planning and quality improvement.

The approach places emphasis on establishing consistent processes alongside digital technology, helping ensure that the system serves practical patient safety needs.

Abu Dhabi Expands Data Driven Healthcare

The unified patient safety platform forms part of Abu Dhabi’s broader efforts to use technology and data to strengthen healthcare services.

By integrating safety information across healthcare facilities, the system supports a more comprehensive approach to monitoring risks, learning from incidents and identifying improvement opportunities.

The Department of Health plans to expand the platform’s scope by bringing additional healthcare facilities into the system during its next phase.

As Abu Dhabi continues to develop its healthcare infrastructure, the unified patient safety system provides a framework for collaboration, standardised reporting and preventive action. Its focus on learning from healthcare data reflects the emirate’s efforts to improve patient safety and strengthen the quality of care delivered to residents.
