The six member states of the Gulf Cooperation Council (GCC) have unanimously backed the United Arab Emirates’ nomination of Lana Zaki Nusseibeh for United Nations Secretary-General, strengthening her regional support as the organisation prepares for a change in leadership.

GCC Secretary-General Jasem Mohamed Albudaiwi announced the endorsement on October 22, following the UAE’s formal nomination a day earlier. He highlighted the importance of international cooperation and the UN’s role in promoting peace and security.

GCC States Support UAE Nominee

The GCC comprises Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE. Their unanimous backing reflects a shared regional position in support of Nusseibeh’s candidacy.

Albudaiwi highlighted her diplomatic experience and contributions to international affairs, including her work within the United Nations.

The endorsement strengthens her regional backing, although the final appointment will depend on the UN’s established selection process.

Lana Nusseibeh’s Diplomatic Experience

Nusseibeh served as the UAE’s Permanent Representative to the United Nations from 2013 to 2024, representing the country on issues ranging from international security to humanitarian affairs.

During her tenure, the UAE held an elected seat on the UN Security Council for the 2022–2023 term. Nusseibeh presided over the council twice during that period, gaining experience in discussions on international peace and security.

She also served as Vice-President of the UN General Assembly and President of the Executive Board of UN Women.

Her work across these bodies has involved international diplomacy, sustainable development and multilateral cooperation. These roles have given her experience in different areas of the UN system.

The UAE nominated Nusseibeh on October 21, 2026, to succeed António Guterres, whose second term as Secretary-General ends on December 31, 2026.

How the Next UN Secretary-General Will Be Chosen

The UN Secretary-General is appointed by the General Assembly following a recommendation from the 15-member Security Council.

The council’s five permanent members China, France, Russia, the United Kingdom and the United States hold veto power over substantive decisions, including recommendations for the position.

The General Assembly then considers the council’s recommendation before the appointment is finalised.

Regional endorsements can demonstrate support for a candidate, but they do not guarantee the outcome. The selection depends on the wider process and the backing secured within the United Nations.

What the GCC Endorsement Means

The unanimous endorsement gives Nusseibeh a clear base of support among Gulf countries as the UN prepares for its next leadership term.

Her diplomatic background and previous positions within the organisation are central to her candidacy. However, the GCC’s decision is one part of a broader international selection process.

The next Secretary-General will take office amid continuing international conflicts, humanitarian emergencies and calls for greater cooperation between countries.

Nusseibeh’s nomination puts the UAE forward as a contender for the organisation’s top diplomatic post, with the next Secretary-General expected to begin the role in January 2027.
