SHEIN Shares Fall More Than 9% in Hong Kong Debut

Shein Hong Kong debut faces a tough start

Fast-fashion giant SHEIN had a weak start to its long-awaited Hong Kong stock-market debut on Tuesday, with shares falling more than 9% shortly after trading began.

The company raised $1.7 billion through its initial public offering (IPO), making the listing an important milestone for the online fashion retailer. However, investors appeared cautious, with shares trading at around HK$44, compared with the IPO price of HK$48.56.

The Hong Kong listing comes after years of uncertainty surrounding SHEIN’s plans to enter public markets. The company had previously considered listings in New York and London, but regulatory scrutiny complicated those plans. Beijing eventually approved its Hong Kong IPO in July.

SHEIN has grown into one of the world’s biggest online fashion retailers by offering inexpensive clothing and rapidly introducing new designs. Its online-first model, supported by a large network of suppliers, has helped the company build a huge international customer base.

The retailer has also expanded beyond selling its own products, developing a marketplace that allows other brands and sellers to reach shoppers through its platform.

SHEIN Focuses on International Growth

The money raised through the Hong Kong listing is expected to support SHEIN’s technology development and international expansion.

Europe remains an important market for the company. SHEIN had an average of 156 million monthly users in Europe by the end of 2025, placing it among the region’s major e-commerce platforms.

The company moved its headquarters to Singapore between 2021 and 2022 as it faced increasing international scrutiny over its Chinese origins and business operations.

The Hong Kong listing gives SHEIN access to public investors and additional capital at a time when the company is looking to expand its global business. However, it is entering the market against a more challenging backdrop.

Trade Rules Create Fresh Challenges

Changes to international trade policies are putting additional pressure on SHEIN’s low cost business model.

In the United States, the removal of an import-duty exemption for small packages has increased costs for businesses that rely on sending inexpensive products directly to customers.

Europe has also introduced additional charges. The European Union recently imposed a €3 duty on items in packages valued below €150, adding another expense for companies that depend heavily on cross-border deliveries.

France is taking further steps to regulate ultra-fast fashion. A new fee on ultra fast fashion products is being introduced and could eventually rise to almost €20 per garment.

For SHEIN, these measures could make it harder to maintain the extremely low prices that have played a major role in its rapid growth. Higher costs could also put pressure on the company’s margins if it chooses to absorb some of the additional expenses rather than pass them on to shoppers.

Profitability Faces Pressure

SHEIN’s recent financial performance has added to concerns about the company’s outlook.

The retailer reported a full-year net profit of $2.06 billion in 2025. However, it later recorded a $99 million quarterly loss, reflecting the growing impact of higher costs and changing trade conditions.

The contrasting results highlight the challenge SHEIN faces as it tries to keep growing while protecting its profit margins. Its ability to maintain its low price advantage could become increasingly important as governments introduce new fees and restrictions on inexpensive imports.

The company is also facing intense competition in the global online-fashion market. Other fast fashion and e-commerce platforms are competing for the same price-conscious shoppers, making it harder for SHEIN to rely solely on rapid product launches and low prices.

Despite the pressure, SHEIN remains a major force in global online fashion. Its large customer base, technology-driven supply chain and expanding marketplace give it opportunities to continue growing in international markets.

However, the weak Hong Kong debut suggests investors are taking a more cautious view of the company than they did during its rapid expansion.

SHEIN was valued at close to $100 billion in 2022, making its current valuation a significant decline from its peak. The company now needs to show that it can continue growing while adapting to higher costs, tighter regulations and increasing scrutiny of the ultra fast fashion industry.

For SHEIN, the Hong Kong listing therefore marks the beginning of a new phase. The company will now have to balance its reputation for low prices and rapid growth with the expectations of public-market investors and the changing rules governing international e-commerce.

Its performance after the debut will be closely watched as investors assess whether SHEIN can turn its enormous global reach into sustainable growth while navigating a tougher environment for low-cost fashion.
