UAE Launches Unified AI Guide to Redesign Government Services

The UAE is moving towards a new model of government service delivery in which artificial intelligence could take on more of the work currently handled by customers.

The UAE’s National Committee for the Agentic AI Project has launched the Assistant AI Government Experience Design Guide, a unified framework designed to help federal entities redesign government services around AI assistants and measurable outcomes. The initiative marks another step in the UAE’s wider push to integrate artificial intelligence into government operations while making services simpler, more connected and focused on what customers ultimately need to achieve.

Moving beyond traditional digital services

Under the conventional model, people often have to identify the service they need, determine which government entity is responsible, understand the requirements, submit documents and information, and then follow the process until the transaction is completed.

The new approach aims to change that experience.

Instead of requiring customers to understand the structure of government, an AI assistant could begin with a simple conversation. It could interpret the customer’s request, determine the steps required, carry them out and coordinate with the relevant government entities on the customer’s behalf.

This means the focus shifts from completing individual procedures to achieving a specific result.

Rather than asking a customer to navigate several separate services to fulfil a broader need, an AI assistant could potentially understand the overall objective and coordinate the necessary steps across different government entities.

Measuring results rather than interactions

A central principle behind the new guide is that government services should be assessed by the outcomes they deliver rather than by the number of steps or interactions involved.

Customers are ultimately interested in obtaining a result rather than navigating a series of administrative procedures. Under the new approach, the performance of an AI assistant can therefore be judged by whether it successfully completes a service and delivers the intended outcome.

This represents a significant shift in the concept of digital government. Instead of simply putting existing forms and procedures online, government entities are being encouraged to rethink the entire service experience.

The objective is to reduce the burden on customers while allowing government systems to take greater responsibility for coordinating the process.

How AI assistants could transform services

A fully developed AI assistant could perform several functions within a government service journey.

It could understand a customer’s intent, use information already available within government systems, plan the necessary steps, execute tasks and coordinate between different entities. It could also manage exceptional situations until the requested service reaches a clear and complete outcome.

Such a model could make government services more proactive and personalised.

Instead of simply responding to a request, an AI system could potentially determine what needs to happen next and coordinate the relevant processes, building on the UAE’s growing use of AI powered water quality testing.

However, implementing such systems will require effective coordination between government entities, reliable data and appropriate safeguards to ensure that AI-supported services operate accurately and responsibly.

Part of the UAE’s wider Agentic AI strategy

The new guide is being introduced alongside a broader UAE programme to expand the use of Agentic AI across government.

The UAE has set a target of moving 50 per cent of government sectors, services and operations towards Agentic AI models within two years. Under the national framework, AI is expected to support government decision-making, enhance services, manage operations and help evaluate results and introduce improvements.

The strategy reflects the UAE’s ambition to move beyond conventional automation towards AI systems that can understand situations, make recommendations and carry out sequences of actions.

The latest guide gives federal entities a common framework for applying that approach specifically to government service design.

A new direction for UAE government services

The introduction of the Assistant AI Government Experience Design Guide signals a broader change in how the UAE views digital public services.

Rather than measuring progress simply by how many government transactions are available online, the new model places greater emphasis on whether people can obtain the result they need with less effort.

If implemented effectively, AI assistants could make government interactions more seamless by reducing administrative complexity and coordinating services behind the scenes.

For residents and businesses, the most important change may ultimately be a simpler experience: explaining what they need and allowing the government system to determine the steps required to deliver it.

The UAE’s latest initiative therefore positions artificial intelligence not merely as a new technology within government, but as a tool for fundamentally redesigning how government services are experienced and delivered.
